This is the Basilica Church of Saint Mary in Aracoeli, Rome, Italy.
And, yes, that's a pigeon flying above the Basilica - perhaps a little chuckle from St. Francis and his brother Valentine?

|The altar of St. Bonaventure: Fr. Valentine is buried in the crypt under the slab before the altar. As noted elsewhere, it was on the feast of St. Bonaventure that he was elevated to Minister General, in 1945.|
